VA seeks more funding for health record system to improve infrastructure

The modernization project, launched in 2017 with a planned $16 billion budget, has its own section of the VA's budget outside the Office of Information and Technology, and its leader reports to the agency's deputy secretary, Donald Remy. But OI&T is deeply enmeshed in the shift to the same Cerner commercial electronic health record system, providing support for infrastructure development and readiness.

As part of this effort, VA and DOD collaborated with the Federal Electronic Health Record Modernization office to launch a modernized health data sharing capability. The joint health information exchange (HIE) allows providers in both departments to quickly and securely access EHR data for their patients who have visited a participating community partner or health system. And participating community providers will now have a single point of entry to request and access DOD, USCG and VA electronic health records for use in patient care.

VA looks to boost health record spend to modernize infrastructure

VistA Evolution Program, a partnership effort to modernize VistA, launches with a goal of providing essential health information technology to Veterans and clinicians and allows Veterans to have a seamless access to their health record.

A greater and more seamless flow of information within a digital health care infrastructure, created by electronic health records (EHRs), encompasses and leverages digital progress and can transform the way care is delivered and compensated.

Veterans' Electronic Health Record. The Administration appreciates the $800 million provided in the bill to continue implementation of VA's new electronic health record (EHR), which is $407 million below the FY 2019 Budget request. Due to the delay in the contract award, there will be some carryover into FY 2019. Nonetheless, a funding reduction of this magnitude would increase the risk to contract performance, infrastructure readiness, and the deployment schedule. This risk is compounded by the Committee's decision to exclude the requested transfer language for the EHR account, which would allow VA to successfully execute and manage resources across the Department in support of the EHR modernization. 2ff7e9595c
